Public Private Partnership & Build, Operate, Transfer

Public private partnership (PPP) is one of the main pillars of the strategy of the EXIM Group. The EXIM Group is operating and has taken equity in some 25 PPP-projects in the USA, Russia, and Eastern Europe. This part of our portfolio aims to contribute to national and municipal modernisation. PPP facilitates the combination of the strengths of private and public sectors. Such partnerships allow implementation of public construction projects within a shorter timeframe, reduction of investment and operating expenses in many areas. A life-cycle-oriented approach from day one and adequate risk optimization provide for a clear efficiency edge for our PPP projects.

In all project stages we guarantee know-how transfer and service transparency. Our fields of work cover schools and other educational facilities, projects in the health care sector, justice and administration buildings, and cultural and leisure facilities.

Since the EXIM Group has been gaining ground in the field of PPP, the EXIM Group also offers Build, Operate and Transfer (BOT) – another typical outsourcing model. The only difference to PPP-projects lies in the method of financing.

The Federal Government has expressed its willingness to partner Exim Development Corporation (EDC) of the United States of America (USA) on the provision of mass housing in the country.

Speaking while welcoming senior officials of the bank from Orlando who came in company of the Managing Director of the Federal Mortgage Bank of Nigeria (FMBN), Mr. Gimba Yau Kumo, to his office in Abuja, the Minister of Lands, Housing and Urban Development, Chief Nduese Essien stated that he was happy that the discussion which started at the early part of his administration is coming to fruition with the readiness of the team to invest in the country’s housing using technology from the US.

Essien said: “I had discussed with the president of your corporation, Mr. Joseph Klein last year on this proposal,” adding that government is very keen about “your proposal to build mass houses especially for the low income earners in the country. As at that time, the issue of availability of land was more of a knotty issue as we couldn’t have given to you land to start the project.” He however said, “this time we are in a position to offer land to you to commence construction. We are in a hurry to provide houses for Nigerians particularly the mass housing design.”

He said with FMBN as the financial partner in Nigeria, the EDC should move in by bringing their equipment into the country to commence operation. “We would encourage you to make the funds available as soon as possible but while doing that we would also encourage you to move the equipment into the country and start the construction which you had promised us,” he said, adding that the company can start their mass housing programme in any part of the country as it shouldn’t be restricted to Lagos or Abuja alone. Reassuring the investors of government co-operation.

“So once again I want to assure you that we are open and ready to work with your organizations. The earlier you settle down the better for both parties,” he said.
